Minutes of the Regular Meeting of the Corporation of the Municipality of Port Hope were held at 56 Queen Street, Port Hope, Ontario


The meeting was called to order at 6:30 p.m.

Mayor Hankivsky acknowledged that this meeting was being held on the traditional territory of the Mississauga Nations.

  • Holiday hours take effect beginning on Friday, December 24, 2022, at 12:00 p.m. and will resume on Tuesday, January 3, 2023, at their regular office hours. 
  • This Friday we are launching a new webpage called The Mayor’s Corner which will include a weekly update highlighting municipal business from the week, events and activities that the Mayor and Councillors are participating in, proclamations and declarations, and other timely information. 
  • This is the last Council and Committee of the whole meeting of the year. Our next meeting takes place on Tuesday, January 10, 2023.

    Be it resolved that Council proceed In-Camera in accordance with the provisions of the Municipal Act, R.S.O., c.25 in order to address a matter pertaining to labour relations or employee negotiations - Section 239(2)(d) - (Collective Bargaining Negotiations).

    Mayor Hankivsky advised that on December 19, 2022, Council held an in-camera session at 5:30 p.m. in accordance with the provisions of the Municipal Act, 2001 S.O., c.25 in order to address a matter pertaining to labour relations or employee negotiations - Section 239(2)(d) - (Collective Bargaining Negotiations). Council received this update as information and provided direction to staff.

    WHEREAS the Municipality of Port Hope Procedure By-law states that Council may appoint representatives to serve on Local Boards, Authorities, Commissions, Advisory Committees, or any other body to which Council is required or empowered to appoint a representative;

    AND WHEREAS Council considered Report CS 20-22 at its Regular Council Meeting of December 6, 2022 and deferred consideration of appointments to the Ganaraska Conservation Authority Board of Directors to the Council Meeting of December 20, 2022;

    NOW THEREFORE BE IT THEREFORE RESOLVED THAT Council appoint the following individuals to the Ganaraska Conservation Authority Board of Directors for the term ending November 15, 2026 unless otherwise stated or until a successor is appointed:

    WHEREAS the Procedural By-law states that Council may appoint representatives to serve on Local Boards, Authorities, Commissions, Advisory Committees, or any other body to which Council is required or empowered to appoint a representative;

    AND WHEREAS the Procedural By-law generally identifies that the Mayor will oversee the process related to appointments of Council representatives on advisory committees and local boards and consideration has been given to those outstanding appointments; 

    AND WHEREAS at their Regular Meeting on December 6, 2022 Council appointed Mayor Olena Hankivsky and Councillor Les Andrews to the Port Hope Police Services Board, and Councillor Vicki Mink to the Port Hope Public Library Board; 

    AND WHEREAS Council deferred consideration of the appointments to the Ganaraska Region Conservation Authority Board of Directors until December 20, 2022 and will consider those appointments separately; 

    AND WHEREAS Council considered Report CS 20-22 at its Regular Meeting on December 6, 2022, and deferred considering appointment of representatives to all remaining bodies until its Regular Meeting on December 20, 2022; 

    NOW THEREFORE BE IT RESOLVED THAT the following Council representatives be appointed for the 2022-2026 term of Council or until such as appointments are revised by Council:

    NOW THEREFORE BE IT RESOLVED THAT Council appoint the Port Hope Archives as the official archival repository / archivist for the Municipality of Port Hope for 2023.

    WHEREAS Committee of the Whole at their meeting held on December 6, 2022 considered Staff Report PD-35-22 regarding the Repealing of the Active Heritage Permit for 65 Ward Street;

    NOW THEREFORE BE IT RESOLVED THAT Council repeal the approved heritage permit for subject lands municipally known as 65 Ward Street.

    WHEREAS the Truth and Reconciliation Commission of Canada (TRC) was created as a result of the Indian Residential Schools Settlement Agreement and intended to focus on promoting healing, educating, listening, and the preparation of a report for all parties that includes recommendations for the Government of Canada regarding the Indian Residential Schools system, experience and legacy;

    AND WHEREAS the TRC released its final report on June 2, 2015, which included 94 Calls to Action to redress the legacy of residential schools and advance the process of Canadian reconciliation;

    AND WHEREAS TRC’s Call-to-Action #43 states “We call upon federal, provincial, territorial, and municipal governments to fully adopt and implement the United Nations Declaration on the Rights of Indigenous Peoples as the framework for reconciliation…”;

    AND WHEREAS the adoption of the attached United Nation’s Declaration on the Rights of Indigenous Peoples (as attached) supports indigenous rights to culture, employment, health, education, and other issues and promotes a full participation in all matters that concern them;

    AND WHEREAS all Canadians and all orders of government have a role to play in reconciliation;

    NOW THEREFORE BE IT RESOLVED THAT Council for the Municipality of Port Hope adopts the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as recommended by the Truth and Reconciliation Commission of Canada pledging to use it as the framework for indigenous reconciliation; 


    AND BE IT FURTHER RESOLVED THAT the Municipality of Port Hope aspires to implement the UNDRIP at a local government level in the Municipality of Port Hope, and recognizes the implementation of the UNDRIP as the minimum standard for the survival, dignity, well-being and rights of the Indigenous peoples; 

    AND BE IT FURTHE RESOLVED THAT a copy of this resolution be forwarded to the appropriate Federal and Provincial Ministries, MP Philip Lawrence (Northumberland-Peterborough South), the Honourable David Piccini (Northumberland-Peterborough South), and the Association of Municipalities of Ontario (AMO).

    WHEREAS climate change is currently contributing to billions of dollars in property and infrastructure damage worldwide, stressing local and international economies;

    AND WHEREAS climate change is currently jeopardizing the health and survival of many species and other natural environments worldwide, stressing local and international eco systems;

    AND WHEREAS climate change is currently harming human populations through rising sea levels and other extraordinary phenomena like intense wildfires worldwide, stressing local and international communities;

    AND WHEREAS municipalities are on the front lines of climate change being at risk for storms, flooding, hurricane damage, and reductions in agricultural productivity having the potential to severely impact human health and food security;

    AND WHEREAS municipalities influence roughly half of Canada’s greenhouse gas emissions and therefore are key to meeting Canada’s climate goals through efforts to build more sustainable and resilient communities;

    AND WHEREAS international research as identified by the 2018 UN Intergovernmental Panel on Climate Change (IPCC) has indicated a need for massive reduction in carbon emissions in the near future to avoid further and devastating economic, ecological, and societal loss;

    AND WHEREAS the climate in Canada is warming at twice the rate of the rest of the world, as per Canada’s Changing Climate released in 2019, which demands better integration of climate risks into public decision making and requires greater collaboration between all levels of government, including First Nations;

    AND WHEREAS current initiatives undertaken by the Municipality of Port Hope and municipalities throughout the Province of Ontario are not sufficient to meet the targets as defined by the IPCC scientists;

    AND WHEREAS an emergency can be defined as "an often dangerous situation requiring immediate action" and more than 600 municipalities in Canada have declared climate emergencies;

    NOW THEREFORE BE IT RESOLVED THAT a climate emergency be declared by the Municipality of Port Hope for the purposes of naming, framing, and deepening our commitment to protecting our economy, our eco systems, and our community from climate change; 

    AND BE IT FURTHER RESOLVED THAT a copy of this resolution be forwarded to the appropriate Federal and Provincial Ministries, MP Philip Lawrence (Northumberland-Peterborough South), the Honourable David Piccini (Northumberland-Peterborough South), and the Association of Municipalities of Ontario (AMO).

Mayor Hankivsky provided an overview with respect to: 

  • Cramahe Township Mayor Mandy Martin was elected to serve as the 2023-2026 Warden for Northumberland County and Brian Ostrander, Mayor of Brighton will serve as Deputy Warden.
  • The draft 2023 County budget proposes a 5.9 per cent levy increase after growth, which is comprised of a base levy increase of 4.8 per cent and a Dedicated Infrastructure Investment of 1.1 per cent.
  • An overnight warming room at St. Peter’s Church, Cobourg, is now open to community members and will be available from 8:00 p.m. to 8:00 a.m. seven days a week until the end of March 2023.
  • Next County Council meetings are Monday January 16th and Wednesday January 25th, 2023.
