Minutes of the Regular Meeting of the Corporation of the Municipality of Port Hope were held at 56 Queen Street, Port Hope, Ontario


The meeting was called to order at 6:30 p.m.

Mayor Sanderson acknowledged that this meeting was being held on the traditional territory of the Mississauga Nations.

Councillor Bickle provided a safety update.

Mayor Sanderson provided an update with respect to: 

  • September 19 being the National Day of Mourning to mark the passing of Her Majesty Queen Elizabeth II. Members of the public are invited to sign the book of condolences at Town Hall during business hours until September 30, 2022;
  • In June, VIA Rail Canada resumed almost all rail services in Canada except the Kingston to Toronto Train 651 commuter service. Members of the Public invited to join the rally on September 24 at 10:30 a.m. The rally will take place at VIA Rail Station, Cobourg, 563 Division Street; 
  • This is the last Council Meeting for this term of Council. There will be no more meetings until after the municipal election. The new Council will be inaugurated on November 15, 2022.

    WHEREAS Council at their meeting held on September 6, 2022 considered a presentation by Watson & Associates Economists Ltd, regarding Development Charges By-law Update;

    NOW THEREFORE BE IT RESOLVED THAT Council approve the Development Charges Update Study dated July 22, 2022, subject to further annual review during the capital budget process; and determine that no further public meetings are required.

    WHEREAS Committee of the Whole at their meeting held on September 6, 2022 considered Staff Report FS-23-22 regarding Electronic Monitoring Policy;

    WHEREAS Committee of the Whole at their meeting held on September 6, 2022 considered Staff Report FS-24-22 regarding Other Than Continuous Full-Time (OTCFT) Employee Benefit Plan;

    NOW THEREFORE BE IT RESOLVED THAT Council direct staff to:

    1.  Implement a group health and dental benefit plan for non union part-time, seasonal and contract employees (“Other Than Continuous Full-time Employees”) effective January 1, 2023 with a Health Spending Account credit administered to those employees who have met the eligibility criteria

    2.  Close the current Other Than Continuous Full-time (OTCFT) non union employee benefit plan to future employee enrolment and maintain the benefit plan for currently enrolled non union employees until their cessation of employment, their transfer to another plan, or change of employment classification.

    3.  Revise the Non-Statutory Benefit Policy to reflect the following changes for the non union Other Than Continuous Full-time (OTCFT) Employees:

    • Non union part-time, seasonal, and contract employees would be eligible to enrol in the Health Spending Account benefit plan, where they have worked seven hundred (700) or more hours in the preceding year, are actively employed and working with the Municipality in the year that follows.
    • The Health Spending Account amount would be $250 per year and for each successive year, where the employee meets the seven hundred (700) hours worked criteria, an additional $250 Health Spending Account credit would be added to their account, up to a maximum of ten (10) years of meeting the eligibility criteria, with a two thousand five hundred dollar ($2,500) Health Spending Account credit maximum.
    • Summer students, AND contract employees whose employment is dependent on funding from an outside source, would not be eligible to participate in the OTCFT Benefit plan.

    WHEREAS Committee of the Whole at their meeting held on September 6, 2022 considered Staff Report PRC-13-22 regarding Foundational Funding Service Agreements;

    NOW THEREFORE BE IT RESOLVED THAT Council approve the Foundational Funding Service Agreements Policy attached hereto;

    AND BE IT FURTHER RESOLVED THAT Council authorize staff to proceed with the execution of three Foundational Funding Service Agreements as outlined in this report.

    WHEREAS Committee of the Whole at their meeting held on September 6, 2022 considered Staff Report CAO-08-22 regarding Lion's Park Concept Plan for Post Remediation;

    NOW THEREFORE BE IT RESOLVED THAT Council direct staff to begin the public consultation process which will determine the final design options for the Lion's Park remediation area post remediation, using the schematics provided to initiate the process.

    WHEREAS the Council of the Municipality of Port Hope considered the proposed Amending Development Charges By-law as outlined in the 2022 Development Charges Update Study on September 6, 2022, and approved a resolution to be presented at the September 20, 2022 Council meeting to approve the Development Charges Update Study, subject to further annual review during the capital budget process;

    AND WHEREAS the Council of the Municipality of Port Hope, at the September 6, 2022 Council Meeting, approved the presentation of the proposed Amending Development Charges By-law for adoption at the September 20, 2022 Council Meeting;

    AND WHEREAS the proposed Amending Development Charges By-law as set out in the Development Charges Update Study highlighted the need to implement a policy with respect to Interest on Development Charges;

    NOW THEREFORE BE IT RESOLVED THAT Council adopt the proposed Interest on Development Charges Policy attached hereto as Appendix “A”.

(Port Hope Branch) and the Municipality of Port Hope for Use of the Caretakers Cottage and Chapel Located at 110 and 114 Toronto Road respectively be read a first and second time.

Chief Administrative Officer David Smith expressed his gratitude to Mayor Sanderson for his years of service on behalf of staff and Council. He further thanked all Council members for their service to the Municipality of Port Hope.

Mayor Sanderson expressed his gratitude to Council, staff and residents for their support and encouragement. 

Mayor Sanderson provided an update with respect to: 

  • A partnership of municipalities in Eastern Ontario has released a report detailing the critical need for the return of VIA Rail Canada’s commuter train service along the Kingston-to-Toronto corridor; 
  • Northumberland County’s much-anticipated Commuter Connect shuttle bus service is up and rolling. This service connects the communities of Northumberland with each other and with GO Transit services in Oshawa for Monday-to-Friday service; and
  • Next County Council meeting is Wednesday, September 21, 2022.
