Starting in 2024, the Council of the Municipality of Port Hope has implemented Procedural By-law 60-2023. As such, Council and Committee of the Whole Meetings will be held on separate evenings. You can view the 2024 Meeting Calendar for dates of all meetings.

Please note, Question Period is only available during Committee of the Whole meetings and will not be available at the Council Meeting. Members of the Public who wish to speak to a matter on the agenda of the Council Meeting may submit a deputation request form by noon (12:00 p.m.) on the day before the meeting. Please review the guidelines for providing a deputation request to Council prior to submitting your form. Should you not be able to access a computer, please contact 905.885.4544 and request to speak to a member of Clerks’ Staff for assistance.

Report CAO-04-24 re: Community Safety and Policing Act, 2019 (CSPA) Section 22(2)2 Assuming Policing Responsibilities

• Recommended Action:
  1. That Report CAO-04-24 be received for information; and
  2. That Council pass a Bylaw at the Meeting of November 26, 2024 to enter into an agreement with His Majesty the King in Right of Ontario as represented by the Solicitor General for the Commissioner to assume Policing Responsibility for the Rural Ward of the Municipality of Port Hope as per the Community Safety and Policing Act, 2019.

Motion from Committee of the Whole Meeting, November 12, 2024 regarding Report PS-16-24 re: Amendment to Schedule K of the Prescribed Fees for Services By-law

• Recommended Action:

  WHEREAS at the Committee of the Whole meeting of November 12, 2024 Council considered Staff Report PS-16-24 regarding Amendment to Schedule K of the Prescribed Fees for Service;

  NOW THEREFORE BE IT RESOLVED THAT Report PS-16-24 be received; and

  FURTHER THAT Council approve the proposed amendments to Schedule K of the Prescribed Fees for Services By-law to be posted on community engagement website under the 2025 Budget page (Attachment 1); and

  FURTHER THAT staff be directed to update the Prescribed Fees for Services By-law to reflect those amendments for consideration by Council.

• Recommended Action:

  NOW THEREFORE BE IT RESOLVED THAT Council receive Report DS-27-24 regarding Briefing on Fairview Production 2024 for information.

Motion from Committee of the Whole Meeting, November 12, 2024 regarding Report DS-29-24 re: Potential Attainable Housing Development on 41 Young Street - Community Engagement

• Recommended Action:

  WHEREAS at the Committee of the Whole meeting of November 12, 2024 Council considered Staff Report DS-29-24 regarding Potential Attainable Housing Development on 41 Young Street - Community Engagement;

  NOW THEREFORE BE IT RESOLVED THAT Report DS-29-24 regarding Potential Attainable Housing Development on 41 Young Street - Community Engagement be received; and

  FURTHER THAT Council direct Staff to continue the preparation of a public engagement process for a potential attainable housing initiative for a portion of the lands known as Young Street park located at 41 Young Street.

11.8

Motion from Committee of the Whole Meeting, November 12, 2024 regarding Report DS-28-24 re: Community Improvement Plan 2023 Update

• Recommended Action:

  WHEREAS at the Committee of the Whole meeting of November 12, 2024 Council considered Staff Report DS-28-24 regarding Community Improvement Plan 2023 Update;

  NOW THEREFORE BE IT RESOLVED THAT Council approve, in principle, the Brownfield Tax Assistance Program request for 63 Ontario Street funding the Municipal portion of the property taxes for a development period of ten years; and

  FURTHER THAT Council direct staff to prepare a by-law in accordance with the Brownfield Tax Assistance program guidelines for 63 Ontario Street; and

  FURTHER THAT a request be sent forward to both Northumberland County and Ontario Ministry of Finance seeking assessment relief for 63 Ontario Street for the period.

11.9

Motion from Committee of the Whole Meeting, November 12, 2024 regarding Report CS-15-24 re: Declare former George Hamilton Public School Surplus and Authorize Sale Process

• Recommended Action:

  WHEREAS at the Committee of the Whole meeting of November 12, 2024 Council considered Staff Report CS-15-24 regarding Declare former George Hamilton Public School Surplus and Authorize Sale Process;

  NOW THEREFORE BE IT RESOLVED THAT Council pass a by-law to declare the municipally owned former George Hamilton Public School property located at 3200 County Road 10 surplus to the Municipality’s needs; and

  FURTHER THAT Staff be directed to advertise and communicate the property being declared surplus to the general public and interested parties including the Port Hope Police Service; and

  FURTHER THAT Staff be authorized to engage the services of legal counsel and an appropriate Realtor to market and sell the property, as is, at an amount no lower than the recent appraised value of $590,000; and

  FURTHER THAT Staff be directed to bring appropriate offers to purchase received back to Council for final consideration and authorization.

12.1

Notice of Motion regarding Development of a County-Led Encampment Management Plan (Deputy Mayor Holloway Wadhwani and Councillor Attridge)

This motion was deferred from the Committee of the Whole meeting of November 12, 2024.  In accordance with the Procedural By-law, this motion will be considered at the November 26, 2024 meeting of Council.

WHEREAS the Municipality of Port Hope recognizes that affordable housing and homelessness is a growing crisis and that a collaborative response is required;
NOW THEREFORE BE IT RESOLVED THAT Mayor Hankivsky, in her role as County Councillor, be directed to introduce a motion at Northumberland County Council, on behalf of the Municipality of Port Hope Council, calling for the development of a county-led encampment management plan that:

1. provides for the human rights, health, and safety, of all residents and property owners;
2. clarifies and defines the role of the upper tier as the regional service manager; and
3. clarifies the complimentary roles and responsibilities of the lower tiers.

AND BE IT FURTHER RESOLVED THAT a copy of this resolution be circulated to Northumberland County and all lower tier municipalities.
