    That a by-law be presented to Council to appoint a Municipal Law Enforcement Officer (Summer Student) and, to appoint Northumberland Humane Society Animal Control Officers as Municipal Law Enforcement Officers for the Municipality of Port Hope for the purposes of enforcing the Animal Control By-law.

    To be automatically forwarded to the April 18, 2023 meeting for consideration at that time in accordance with the Procedural By-law.

    Whereas the need for shelter in Northumberland County exceeds current capacity of shelter spaces; and

    Whereas the winter warming room located in Cobourg to serve all residents of Northumberland experiencing homeless is closing for the season; and

    Whereas as a result a greater number of Port Hope citizens will once again be left without safe, accessible shelter; and

    Whereas an Ontario Superior Court Judgement released on January 27 by Justice Michael J. Valente ruled that evicting individuals experiencing homelessness from temporary shelter, including tents, where no other shelter option is made available, is a violation of the Charter of Rights and Freedom’s Section 7 right to life, liberty and security;

    Now therefore be it resolved that the Municipality of Port Hope respects the right to safe shelter of all residents and shall uphold the rights of residents experiencing homelessness to shelter in peace in our community; and

    Further be it resolved that a copy of this motion be sent to Northumberland County Council and all Northumberland County lower-tier municipalities for support.

Councillor Collins provided an update regarding challenges to access to internet in the rural area.

Protective Services Committee adjourned at 7:25 p.m.

Council - Councillor Andrews requested information regarding any municipal by-laws related to the Notice of Motion on Safe Shelter of Residents. Mayor Hankivsky requested an update on the community grants review through Loyalist Collage, and an update on the recruitment of the part-time grant writer.
