Call to Order

The Special Council meeting was called to order at 5:30 p.m.

Philip Goldsmith 

Mr Goldsmith was in attendance and provided a deputation with respect to Item 4.1.

Mr. Bowden was in attendance and provided a deputation with respect to Item 4.1.

Items for Consideration

4.1

Report PS-06-24 re: Heritage Demolition Permit Application - 121 Cavan Street (Block 2) 

A detailed discussion ensued. Deputy Mayor Halloway Wadhwani assumed the Chair at 6:52 p.m. so that Mayor Hankivsky could bring forward the motion as noted below. 

Council recessed at 7:08 p.m. and returned at 7:20 p.m.

Mayor Hankivsky resumed the Chair at 7:40 p.m.

  Seconded by Councillor Attridge

  WHEREAS Council considered Report PS-06-24 regarding the Heritage Demolition Permit Application - 121 Cavan Street (Block 2); and
  WHEREAS the issuance of the heritage demolition permit for this property aligns with the recommendations of a structural assessment report provided by the Owner and peer reviewed by the Municipality through D.M. Wills & Associates; and
  WHEREAS the subject property on Block 2 of 121 Cavan Street poses immediate safety concerns;
  NOW THEREFORE BE IT RESOLVED THAT  Council approve the issuance of a heritage permit for the demolition of Block 2 of the structure at 121 Cavan Street as identified in Attachment 4 of PS-06-24; 
  AND FURTHER THAT Staff be directed to include provisions in the heritage permit that a  municipally contracted engineer be authorized to supervise the demolition in order to ensure compliance with the provisions of the demolition permit issued for Block 2,  with a commitment to ensure that the demolition does not exceed the immediate threat to public safety as determined by a municipally contracted structural engineer.

  That the main motion be amended by adding the words "elements of" before "subject property" in the third sentence of the motion.

5.1

  Seconded by Councillor Attridge

  That leave be granted to introduce a by-law and to dispense with the reading of the by-law by the Clerk to confirm the proceedings of the Special Council of the Municipality of Port Hope at its special meeting held on March 19, 2024 and the same be considered read and passed and that the Mayor and the Clerk sign the same and the Seal of the Corporation be thereto affixed.
